Webcam: "No connection to the Workstation mod

We must use webcam together with Teradici.  
 
With administrator privileges we installed Webcam for Remote Desktop free versions:
Client MacBook Pro: v2.8.13
Server (teradici gcp windows server 2019 deployment): Server 2.8.40 MSI-64bit
We have also verified that the two EnableFrameServerMode=0 settings are set
Check-mark in checkbox for Disable Windows Camera Frame Server
 
Unfortunately, on the server we only see the grey icon with the msg "No connection to the Workstation module" and "Allowed number of sessions: 3", "Expiration date: 7/27/2021".
 
It is important that we fix this quickly so any help is very much appreciated.
