Help with Setup.  Hyper-V Host

I'm trying to setup a modem. USB over Network running on Server 2012.
Virtural Machine running windows server 2008.
Im using USRobotics usb modem: USR5639 (64-005639-00R)
 
On the 2012 server I have verified the modem works and can dial out correctly.
The usb over network shares the modem and the client successfully connects to the modem.   ON the client, i can goto device manager|Modems  and query the modem successfully.
 
but i cannot dial out,  i receive error 678.
 
Here is the query Modem Log from the Client machine:

What are the next troubleshooting steps to take?

You can test the following solutions from FabulaTech:
Serial Port Redirector

or Network Serial Port Kit
(http://www.fabulatech.com/serial-port-redirector-download.html)
for your purpose (redirection of usb modem via LAN/WAN).
