Simulate an Analogue Modem Connecting?

Hi, I wish to simulate an analogue modem dialling (ATDT) a Phone Number with a "CONNECT" using just my LOCALHOST. However, all I can get is "NO CARRIER".
 
Tools:
Win10 Pro N 64-bit
Virtual Modem v2.2.2
PuTTY v0.73
Netcat v.1.12 for Win32 (a networking utility that reads and writes data across network connections, using the TCP/IP protocol) for testing Remote Side = "Raw data TCP connection" vs. "FabulaTech Virtual Modem"

I don't understand your usage of Virtual Modem product.
What do you mean by "simulate an analogue modem dialling (ATDT) a Phone Number with a "CONNECT" using just my LOCALHOST".
With help of VM you can establish connection between two FabulaTech virtual modems only.
Please clarify.

I am not attempting to "Use the Internet instead of direct phone calls to connect regular communications software" as per its official purpose. I am attempting to do System Testing by simulating how a modem works.

Good point. However, I have now accomplished this using just my LOCALHOST:
 
-Add KpyM Telnet/SSH Server - http://www.kpym.com/2/kpym/index.htm  
-Setup KpyM "Start KTS as Telnet Server (port 23)"  
-Setup KypM KDaemon: port = 28801
-Setup KypM KSession: pass_timeout = 0
-Restart KpyM Service
-Setup Virtual Modem Properties: Connect to this remote address for all "outgoing calls" - Remote computer name or IP address = LOCALHOST  
-Setup Virtual Modem Properties: Connect to this remote address for all "outgoing calls" - TCP-port = 28801
-Setup Virtual Modem Properties: Remote Side = Raw data TCP connection
-PuTTY: Connection type: Serial
-PuTTY: Serial line: As per Virtual Modem
-PuTTY Terminal: ATDT0123456789
